Saudi VAT registration: a bookkeeping decision checklist

A practical checklist for identifying when a Saudi business should investigate mandatory or voluntary VAT registration and what its books must preserve.

Scope boundary

Turnover alone does not resolve every case. Residence, economic activity, exempt supplies, capital-asset disposals, group registration and non-resident rules can change the result.

Start with taxable supplies, not total cash received

The mandatory-registration threshold for taxable supplies is SAR 375,000, measured over the relevant twelve-month tests. The accounting file therefore needs a traceable classification of standard-rated and zero-rated supplies, exempt supplies, out-of-scope amounts and capital-asset disposals.

  • Calculate historical and expected taxable supplies separately.
  • Do not count exempt supplies or capital-asset disposals as taxable turnover merely because cash was received.
  • Review non-resident and VAT-group cases separately; the ordinary threshold summary may not decide them.

Evidence to retain before registration

  • Monthly sales ledger reconciled to bank, cash and marketplace receipts.
  • Tax category and reason for each non-standard sale.
  • Credit notes, cancellations and returns linked to the original sale.
  • The calculation date, twelve-month window and source reports used for the decision.

What to configure after ZATCA confirms registration

  • Effective registration date and VAT number.
  • Customer and supplier tax identities where required.
  • Product tax categories and exception evidence.
  • Invoice sequence, Arabic fiscal fields and the applicable e-invoicing phase.
  • Input-VAT evidence and blocked or partially recoverable input-tax treatment.
